April 7, 1456- Louis van Bourbon returns as a prince-bishop to Liege, Belgium. April 8th is celebrated as Buddha's Birthday among the 350 million people who profess themselves to the Buddhist faith. April 9, 1866- The Civil Rights Bill, granting African Americans the rights of US citizens, is passed after a vote from Congress despite a veto from Andrew Jackson. April 10, 1710- The first law to regulate copyright is passed in Great Britain. April 11, 1848- Hungary becomes an official constitutional monarchy under the rule of King Ferdinand of Aust. April 12, 1945- President Franklin D. Roosevelt dies from a cerebral hemorrhage in Warm Springs, Georgia.
